RESOLVED – That the minutes of the meeting held on 28 February 2011 be agreed as a true record.

|
Review of Social Care ICT Systems Minutes: The Cabinet considered a report reviewing the current social care ICT systems arrangements and setting out options for future arrangements to respond to social care service delivery pressures and statutory changes.
The following motion was moved and seconded and carried without dissent:
RESOLVED – That (1) the move away from a single-supplier systems approach to a social care hub and component systems approach be agreed and Option 3 be adopted to enable its implementation;
(2) the financing of the proposed changes and developments be agreed and;
(a) the capital programme provision for social care IT be increased to £1.101m; and (b) the additional revenue implications in 2011/12 be met from the Council’s Contingency Fund with subsequent years’ implications being taken into account in the Council’s financial plans; and
(3) the Director of Social and Community Services, in conjunction with other Directors, be authorised to implement the agreed developments.

School Admission Arrangements for 2012/13 Minutes: The Cabinet considered a report proposing some changes to school admission criteria and admission numbers. It was reported that the proposals had been subject to consultation between December 2010 and February 2011 but no comments had been received.
The following motion was moved and seconded and carried without dissent:
RESOLVED – That the Council be recommended to agree the proposed changes to admission criteria for community and voluntary controlled schools from September 2012:
(1) that priority nursery placements are no longer offered;
(2) that priority for nursery places is no longer given to parents on Income Support, with no play area at home or where English is not the home language;
(3) that priority for primary places is no longer given to single parents working full time;
(4) that the ‘top 180’ criterion should only be applied to children seeking grammar school places at the normal point of entry to Year 7;
(5) that children can be placed on more than one waiting list for Reception and Year 7 places; and
(6) that the admission number of Lessness Heath Primary School is permanently increased from 80 to 90, that consultation on the expansion of Jubilee and Castilion Primary Schools should proceed and that a new school should be established in the Southlake area of Thamesmead.

Bexley's Local Development Framework Core Strategy Submission Documents Additional documents:
Minutes: The Cabinet considered a report that set out the Council’s Core Strategy and associated documents, which formed part of the Local Development Framework. The report included the responses to various public consultations the draft strategy had been subject to.
The following motion was moved and seconded and carried without dissent:
RESOLVED – That the Council be recommended to:
(1) approve the Local Development Framework Core Strategy and associated documents, including the proposed modifications to the Core Strategy, for submission to the Secretary of State for Independent Examination; and
(2) authorise the Deputy Director (Strategic Planning and Transportation) to make further modifications resulting from the on-going negotiations with stakeholders and minor editorial changes to the document and incorporate subsequent amendments made by the Inspector, including undertaking any further consultation on and modification to the Core Strategy and associated documents preparatory to final adoption by the Council.
